We are looking for a new team member to join the COBELEC team for the Rail Baltica Energy Subsystem (ENE) Design & Build project. This is a chance to work on one of Europe's most significant infrastructure projects. "COBELEC PS", General Partnership consisting of "Cobra Instalaciones y Servicios S.A. and Elecnor Servicios y Proyectos S.A.U" is developing the Europe's largest electrification contract consisting in design and construction of the electrification subsystem for the Rail Baltica railway project, worth €1.77 billion. Electrification will power 870 km of railway and more than 2,400 km of tracks across Estonia, Latvia, and Lithuania. We are looking for a Stakeholder Manager to lead stakeholder engagement in Estonia, working closely with the PMO and technical teams to plan and deliver engagement activities, support the building permit process, and ensure clear communication and timely follow-up with all key parties. Responsibilities Lead stakeholder engagement in Estonia (authorities, communities, land/property, technical/environmental bodies) and build strong working relationships. Develop and deliver stakeholder engagement plans aligned with the overall project strategy. Coordinate stakeholder input related to the Estonian building permit process. Maintain stakeholder mapping and manage communications and inquiries (prepare materials and responses). Work closely with PMO and technical teams: briefings for meetings and follow-up of agreed actions. Organise stakeholder meetings/workshops and ensure proper documentation and audit trail; contribute to project reporting. Requirements Bachelor's Degree in Electrical/Civil/Mechanical Engineering. At least 10 years of experience in positions which include the same set of responsibilities. Fluency in Estonian and English. Previous experience in big infrastructure construction projects.
